The IPBES process should not only be merged with the Millennium Ecosystem Assessment, but also closely interlinked with other relevant existing processes/initiatives, in order to avoid duplication of efforts and to use synergies.

This sentence (“This will include methodologies for the economic analysis of trade offs among ecosystem services based on monetary and non-monetary valuation of ecosystem services, a.s.o.”) highlights the economic component of the policy support and thus corresponds with the objectives of the TEEB study ? ensure, that IPBES does not interfere/compete with TEEB ? avoid duplication of efforts and to use synergies

Response: Any economic analysis undertaken by IPBES will be within the context of multi-scale assessments, and no separate component specifically on economics will be established. The IPBES will draw on the findings of TEEB for its work programme components.

The first sentence is mistakable: „emerging issues in the science...“ It should better read: “emerging issues in policy“ - e.g. the biofuels issue was identified as an emerging issue under the CBD by the politics and then was dealt with at SBSTTA i.a.

Is the “networked panel of experts” part of the organisational structure of the mechanism or a new unit? How does it work, how is it composed?

We appreciate that capacity building is given great importance as one of the key components of phase I. With regard to the MA there was a lack of expertise especially in developing countries. Therefore the aim of involving young scientists in particular from developing countries is very desirable.

The importance of practical/traditional experience and expertise should be highlighted stronger than done by the clause „also take into account traditional knowledge“. The European IMoSEB consultation proposed to generally use the term “knowledge-policy interface” to acknowledge that information and expertise relevant to policy must include all forms of knowledge.

Response: The term 'science' used in the context of IPBES has been clarified, which now explicitly includes the discipline of traditional knowledge.

“Activities under Phase I will be supported through joint programming by partners and a separate trust fund.” This ist the only mention of the funding topic. How should the financing be ensured? In the first edition of the concept note (in springtime) it was announced that a cost estimate with proposals for voluntary contributions would be brought forward until COP 9. Such a calculation would be helpful to rate the respective national commitments followed by the establishment of IPBES and should therefore be produced in the short term.

Response: Institutional arrangements will be one of the key issues to be discussed at November meeting. Concept note should refrain from prejudging outcomes. The proposed budget for the IPBES work programme is presented in working document UNEP/IPBES/1/3.
